NCR-Plus Shifts To "GCQ With Heightened Restrictions"


Get ready for more confusion as Metro Manila, Bulacan, Cavite, Laguna, and Rizal—the members of the so-called NCR-Plus is shifting to General Community Quarantine or GCQ, but with “heightened restrictions.”

The new, and increasingly confusing community quarantine protocol will be in place starting Saturday, May 15 and will run until Monday, May 31.

Perhaps the biggest difference between the GCQ With Modified Restrictions and the regular unfortified and unmineralized GCQ is that only essential travel into and out of the NCR Plus bubble shall be allowed, and that certain tourists attractions (Gubat sa Ciudad is waving) are now allowed once more, but at 30 percent capacity and must adhere to strict minimum public health standards.

This article will be updated with more quarantine protocol differences (if announced).

Here are the other restrictions/conditions announced:
  • Only 18 to 65 can leave their place of residence under the Heightened GCQ.
  • Public transportation shall remain operational at such capacities and protocols in accordance with the Department of Transportation guidelines while the use of active transportation shall be promoted.
  • Indoor dine-in services shall be allowed at 20 percent venue or seating capacity while outdoor or al fresco dining shall be at half of the venue or seating capacity.
  • Religious gatherings and gatherings for necrological services, wakes, inurnment and funerals for those who died of causes other than COVID-19 shall be allowed up to 10 percent of the venue capacity.
  • Non-contact sports, games, scrimmages held outdoors; and personal care services that allow for services not requiring mask removal, such as salons, parlors, beauty clinics, and the like are allowed at 30 percent capacity.
Establishments that are still not allowed to operate during the GCQ with heightened restrictions are:
  • Entertainment venues, such as bars, concert halls, theaters
  • Recreational venues, such as internet cafes, billiards halls, arcades
  • Amusement parks, fairs, playgrounds, kiddie rides
  • Indoor sports courts and venues
  • Indoor tourist attractions
  • Venues for meetings, conferences, exhibitions
Quarantine classifications announced for other areas from May 15 to May 31 are:

MECQ:
  • Santiago City and Quirino Province in Region 2
  • Ifugao in the Cordillera Administrative Region
  • Zamboanga City in Region 9
GCQ (the non-heightened kind):
  • Apayao
  • Baguio City
  • Benguet
  • Kalinga
  • Mountain Province
  • Abra
  • Cagayan
  • Isabela
  • Nueva Vicaya
  • Batangas
  • Quezon
  • Puerto Princesa
  • Iligan City
  • Davao City
  • Lanao Del Sur
MGCQ:
  • Rest of the country
