The Land Transportation Office (LTO) assured the public that the implementation of the new law requiring drivers who will renew their license to undergo a comprehensive driver’s education program (CDE) should not result in additional expense or inconvenience.
LTO Chief Assistant Secretary Edgar C. Galvante reiterated that the CDE contains modules intended to retool drivers with the end of keeping the road safe for everyone. Drivers who will renew their licenses have to study the CDE modules and take and pass a 25-question evaluation test to get their CDE certificate of completion needed for their license renewals.
The CDE learning materials and evaluation test are available for free at the LTO Land Transportation Management System (LTMS) portal via the LTO Portal. The CDE materials consisting of a five-hour program of video and slide presentations can also be downloaded from the official LTO website, and are given out at all LTO offices nationwide. LTO offices also offer free face-to-face CDE seminars and exams.
The CDE is different from the required driver’s education module for student drivers and new license applicants, which is longer and has a practical driving portion.
Under Republic Act No. 10930, the LTO last month began offering the new 10-year driver’s license in Metro Manila, and is on track in its scheduled roll out nationwide. The new license will be granted to existing license holders who do not have existing traffic violations. Those with violations will be restricted to the current five-year license.
RA 10930 also mandated the LTO to ensure that all drivers must be better educated on traffic laws and safe driving practices to cut the prevalence of traffic accidents causing death and injury, hence, the adoption of the mandatory CDE program and evaluation test.
Galvante said experienced drivers with adequate knowledge and skills can easily pass the CDE evaluation test.
“But even experienced drivers will benefit from the program, with its information on the best practices to deal with stress and road rage, unsafe and abusive motorists, crisis events like accidents and vehicle malfunctions, and updates on new traffic rules and signages.”
Galvante said the driver’s education e-learning center at the LTO’s LTMS portal not only provides the CDE program and evaluation test, it also offers other materials like e-books and primers on topics like defensive driving and vehicle maintenance.
“We hope to further expand this free learning resource for Filipino drivers, so our motorists become safer and more responsible drivers.”
Galvante said the LTO LTMS portal will allow LTO clients to transact their business online on a 24/7 basis. The mandatory LTMS enrollment for all LTO clients is free and can be done via smart phones or other internet-accessible devices, or at the LTO offices.
To date, over three million clients have enrolled in the LTMS. Thus far, the new 10-year driver’s license is available for issuance in much of Luzon.
