Big Brother Is Watching: LTO Shows Off New Central Command Center


With road crashes and motor vehicle-related crimes remaining as perennial problems in the country, the Land Transportation Office (LTO) inaugurated their new Central Command Center (C3) with hopes to address these problems.

It will work hand-in-hand with the agency’s Citisend app which is designed to be the public’s direct line of communication to the agency to streamline the reporting of lost or carnapped vehicles, stolen vehicle license plates, and sale or disposal of previously-registered motor vehicles.

The LTO C3 will serve as the backbone of the agency’s Operations and Law Enforcement Service in which the surveillance monitoring, coordination, and alarm monitoring shall be performed in accordance with the agency’s mandate.

The C3 will also serve as the joint LTO and Philippine National Police (PNP) Operations and Control Center in compliance with Republic Act No. 10883, or otherwise known as the “New Anti-Carnapping Act of 2016”; and Republic Act No. 11235 “An Act Preventing and Penalizing the Use of Motorcycles in the Commission of Crimes by Requiring Bigger, Readable and Color-Coded Number Plates and Identification Marks, and for Other Purposes.”

The DOTr says the program will ensure that road crashes as well as crimes involving motor vehicles will lessen.

The planning, design, and execution for the C3 was done with the assistance of LTO’s pool of technical staff, advisors, and consultants. It will require limited human intervention through its digitalization process.

Aside from the LTO C3, the DOTr will also monitor Public Utility Vehicles or PUVs as well through its Central Public Utility Vehicle Monitoring System. The system aims to collect real time data feed for PUV activities and monitoring of traffic and violations such as out-of-line routes and speeding.
